내일 어려운 여건에서 주일예배를 준비하고 계실텐데, 오프라인이건, 온라인이건 모든 주일예배에 성령님의 임재하심이 있기를 기도하고 있습니다.
코로나의 여파로 어려움에 처해 있는 다카 드리머, 서류미비자, 비지니스 등에 도움될 만한 정보를 담아 보내드립니다.
1. 코로나 바이러스- DACA
우리 이웃들 중 가장 지위가 불안정한 서류미비청소년 (DACA 수혜자)에 미치는 코로나 바이러스로 인한 영향에 대해 잠시 나눕니다.
(1) 연방 대법원 심리 연기
DACA 폐지의 헌법상 위헌여부를 놓고 3월 23-25일과 3월 30일-4월1일로 두 차례 구두 변론이 예정되어 있었으나 대법원은 3월 16일, 코로나 문제로 이 두 변론을 연기했습니다. 단, 이러한 연기 조치가 올 6월까지 결정을 하는 일정에는 영향을 미치지 않을 전망입니다.
(2) DACA 갱신과 지문
- 아직까지 DACA 제도가 여전히 유지되고 있으므로 유효기간이 남아 있는 경우는 늦어도 5개월 전에는 갱신을 신청해야 합니다.
- 단, 갱신 신청 후 지문날인은 현재 지문날인소가 코로나로 인해 닫힌 관계로 지문통지서를 다시 발송하거나 지문통지서의 발송이 늦어질 수 있습니다.
- 신청후 90일내로 지문통지서를 받지 못할 경우는 800-375-5283로 연락하면 됩니다.
- 신청후 지문을 찍은 경우는 이민국에서 보통 2-3개월안에 처리를 해 주고 있는데 이번 코로나로 조금 지체될 가능성도 있습니다.
(3) DACA 의 실업수당 청구
- New York, California, Colorado, Texas 에 거주하고, 고용주가 실업보험을 든 경우에는 실직시 노동청에 실업급여 등을 청구할 수 있습니다.
- 실업수당을 수령해도 2/24일 부터 적용된 “정부보조수혜자 /공적부조(Public Charge) 에 해당되지 않으므로 차후 영주권 신청에 영향을 미치지 않으니 사직이 아닌 해고의 경우는 꼭 실업수당을 청구하시기 바랍니다.
2. 서류미비자 코로나 검진방법
"서류 미비자들도 코로나 바이러스 검진과 치료를 받기를 바란다. 개인 병원, 종합 병원, 드라이브스루는 이민국의 정책으로 '민감한 지역'으로 구분하여 이민국이 수색 체포 활동을 하지 않는다."

3. 코로나 바이러스 - 뉴욕 Stay Home 행정명령하의 마틸다 법
이번 뉴욕주 주지사의 행정명령 중 마틸다 법 (Matilda’s Law) 집행에 대해 나눕니다. 제가 보기에는 가장 중요한 코로나 관련 정부정책으로 보입니다.
이 법상 다음에 해당되는 분들에 대해 법적 보호를 하고 있습니다.
대상:
1. 70세 이상 시니어 시티즌
2. 약한 면역체계를 가진 분
3. 현재 질병을 앓고 있는 분들
적용 법규:
1. 위에 해당되는 분은 반드시 실내에 머물러야 합니다.
(예외: 혼자서 밖에 나가서 운동하는 경우 제외)
2. 이 분들을 만나러 오는 사람들은 반드시 체온을 재는 등 사전 안전 검사를 해야 합니다.
3. 이 분들이 있는 주위의 모든 사람은 반드시 마스크를 써야 하고, 6 피트 거리를 유지해야 합니다.
Matilda's Law provides new protections for the most vulnerable populations: New Yorkers age 70 or older, people with compromised immune systems and those with underlying illnesses. The law includes new rules: These groups should remain indoors (they can go out for solitary exercise) and pre-screen all visitors/aides by taking their temperature. Everyone in the presence of vulnerable people should wear a mask and keep six feet of distance.
위에 말한 분들이 이번 코로나 바이러스에 가장 취약하고, 건강에 문제가 없는 청장년과 달리 사망으로 이어질 수 있으므로 주위에 계신 분들은 꼭 이 법을 준수하여 우리 이웃이 우리의 부주의로, 아니면 우리의 care 가 부족해서 문제를 발생시키지 않도록 해야 합니다.

다음과 같은 필수적인 비지니스는 3월 20일 뉴욕주 주지사의 Stay Home Order 행정명령에도 불구하고 영업이 가능합니다. (아래 기사 참조)
